Since when are you facing this issue?
Are you aware of any changes being made to the PC?
Which version of Windows 10 you are using currently?
I suggest you to follow the steps mentioned below and check if that helps.
Method 1:
Adjust Windows for best performance.
Press Windows key + R. This will open Run. Alternatively, you can go to Start and search for ‘Run’
In Run dialog box, type sysdm.cpl and hit enter.
Select the Advanced tab and under performance settings click on Settings.
Select Adjust for best performance.
Now click on Apply and OK.
Method 2:
Edit registry to save CPU utilization.
Note: Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.
Refer the article on How to back up and restore the registry in Windows.
Press Windows key + R. This will open Run. Alternatively, you can go to Start and search for ‘Run’.
In Run dialog box, type regedit and hit enter.
In the navigation pane, locate the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TimeBroker
In the right pane, select Start.
Double click on the D-Word file and change the value to 00000004.
Restart the PC.
Method 3:
Perform a clean boot and check if the CPU usage is still high.
Note: Clean Boot starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program. Also, you may not be able to use some programs in clean boot.
Refer the article on How to perform a clean boor in Windows. If the CPU usage reduces then please refer the section How to determine what is causing the problem after you do a clean boot.

os build is win 10 home 1809 build 17763.134 yesterday I deleted Quickheal total security should I make any changes to windows default security settings also I don't need to adjust fro best performance as my specs are:
i5 2500k cpu
gpu asus gtx770
ram 16gb

I apologize for the delayed response.
Have you tested the issue in clean boot?
To understand and locate the root cause of the issue we need to take a look at the event viewer logs.
Follow the steps to look for event viewer logs and provide the details of the errors.
Press Windows key + R. This will open Run. Alternatively, you can go to Start and search for Run.
In Run dialog box, type eventvwr and hit enter.
On the left hand pane click on Windows logs and expand it.
Now click on System and look for the recent errors.
Double click on the error to open it.
Now on the event properties window click on copy at the bottom left hand corner.
Also, please provide the screenshot of task manager with the details of the dllhost.exe service. Refer How to include a screenshot in your post.
Press Ctrl + Shift + Esc key together.
Now look for dllhost.exe process.
Right click on it and click on go to details.
Please get back to us with the detailed information to assist you further with the issue.
