I understand your concern and will assist you to resolve this issue.
1. Have you try to launch the program from 'Administrative tools' in control panel?
2. Do you have any third party software such as registry cleanup or CCleaner in your system?
Method 1: I suggest you to perform System File Checker (SFC) scan.
System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
To perform SFC Scan, refer to the below link:

Method 2: I would suggest you to launch disk cleanup by right clicking on it and select 'Run as administrator' and check if it helps.
Method 3: If the issue still persists, you may boot the computer to safe mode and check if it is working or not.

Which account are you using? Is it Administrator account or standard account?
I suggest you to login with Admin Account and create a new user account and check.

- I am not using the Administrator account that is preset by Windows. I have only 1 user account, so it is an administrator account.
- The space has restored, although the restoration seemed sudden.

I am trying to upgrade Windows10. I need to free up disc space in order to upgrade. The Disc Cleanup appears to start and the progress bar stops moving.
