I would appreciate if you can provide us the following information to help us understand the issue better.
- Does this issue happens only with DirectX apps and games?
- Have you installed all the latest drivers?

"The internet says 10 should have DirectX 12 and you can down grade it back to 11"
Direct X does not work like that. There is no need to downgrade DirectX, if you could.
Win 10 is the first Windows to have DX12, but as with Win7/8/8.1, Win10 also has Direct X 9, 10 and 11.
The game chooses which Direct X files it requires from many different DX file options.
- Sometimes one, or several Direct X files may be 'missing' in a recent 'clean' install of Win7.
I don't know if Win10 would have any missing files, as I did an upgrade from Win7, but if it does...
The Direct X Web Installer will install any 'missing' files -
Download DirectX End-User Runtime Web Installer from Official Microsoft Download Center
The Dirext X redist (June 2010) installer will reinstall all Direct X files (except the couple of DX12 files),
and replace any corrupt files in the process -

With Direct X is sorted out....
- The graphics card needs to be able to use specific levels of DX. An old DX9 card cannot use DX10 or DX11.
The only graphics cards that can make full use of DX12 are the most recent series.
- The transition from DX 11 to DX 12 is a bit more complex than previous forms of Direct X.
DX12 has a few 'feature' sets that will work with DX11 graphics cards.

Hi
I have the same problem
Just downloaded this for my son, my computer says I have direct x 11 installed on it but I still get the error message saying its not there and to install it.
I hope if its not going to work I can get a refund on this because it doesn't inform about this issue anywhere on the site
I can play normal minecraft for win 10 without any issue, don't have any other games on PC.
