Didn't get verification code on my email

So I want to sync my Microsoft To Do from my phone to windows. However after I downloaded the app on windows, I get a notice 'Because you're accessing sensitive info, we'll send a code to xxxx to verify your identity.'

The problem is I never receive my verification code on my email, I tried everything, re-sign in, looking at junk email, etc, it's just not there.

Please remember that I can access my account, I just never receive my verification code on email, there's no other option to receive my code on my phone or alternative email!

I understand you wanted to sync your Microsoft ToDo from your Phone to the ToDo app on your Windows PC.
However, it seems that you are having trouble signing in with your Microsoft account on the ToDo app, where the verification code is not being received to verify your identity.

Based on the screenshot attached, it also seems that you do not have any other alternate verification methods to confirm your identity, which indicates that there is a bug with the application. So, I recommend re-installing the Microsoft ToDo app from the Microsoft Store and see if you can sign in.

1. Uninstall the ToDo app installed on your device.
Go to Settings > Apps > Installed apps > uninstall the ToDo app in the lists.

2. Once done, click the Windows + R key, type wserset.exe and click Ok.
Microsoft Store will open automatically.

3. Find Microsoft ToDo in the Microsoft Store and install it.

4. Sign in with your Microsoft account. See if the verification code is being received.

still the same, and now looks like I got the error for all of microsoft app that is logged into my hotmail account. now I can't sync my microsoft edge too.

If I tried to use another outlook acc, I can receive my verification code as they send it to my backup email. However this hotmail email is also connected to my windows, so I can't logout this email

If you are unable to sign in with your Hotmail account on all of the Microsoft services, your account might probably be temporarily blocked.

Could you please check if you can sign in with your Hotmail account on your Mobile device instead and see if the verification code is being sent to your backup email?
Open any web browser > Select incognito mode > Sign in to your hotmail.
If you can sign in, the issue could be with the specific device.

If you cannot sign in anywhere else, please try the account recovery form to recover your account.

Once you are verified, the password reset link will be sent to your alternate email.
Reset your password by verifying your identity in the backup email.
Once done, request the verification code on Microsoft Todo and sync the Edge browser.

Alright looks like the problem is my Two-step verification was off, i turned it on and now I can sync it back
