Desktop shortcut and folder creation not working in windows 10 after 1809

After updating to build 1809, the 'New' option in the right click dialogue box that used to allow me to create a new folder or shortcut no longer works.  When I select 'New' the system hangs for a few seconds, the screen then greys out for a few seconds and then goes back to normal without the dialogue box on the screen.  How can this issue be resolved?

Please try these options one by one and check after each option.

1. Run Built-in & Guided Walk through Windows Update troubleshooter
Built-in : Windows Key+X > Click Settings > Click Update & security > Click Troubleshoot > Click Windows Update > Click Run the Troubleshooter

3. I would recommend that you perform a Windows 10 repair upgrade. Repair upgrade fixes all Windows errors and retains all files, applications and settings. (You will not lose any data while backup is a good idea) Below is a good guide to perform repair upgrade

The trouble-shooters found nothing wrong and the SFC scan and DISM did not fix the issue.  I am reluctant to carry out the ‘repair install’ as it apparently does not preserve user apps in Windows 10.  Any other suggestions?  Looks like a registry issue to me.

Repair upgrade would not disturb your programs/apps and files. This is Windows's equivalent to MS Office repair.

I leave this to you. Wait for other suggestions. If nothing works, then you can go for this.
