how may I get my computer to show a Full picture. right now, every time I put my cursor is in a are on the screen the bottom portion of the screen will just go black, and when I move the cursor from a area it will show a full screen.

I understand the problem that this problem causes you. You mentioned that your computer has some display problems on the desktop. At some times, only half of the screen is displayed. According to your problem description, the display problem may be caused by the following reasons.
1. Interference from some third-party software
2. Graphics driver problem.
3. Screen refresh rate or resolution error.
4. Windows UI rendering error (taskbar, animation or DWM process abnormality).
Based on the above problem analysis, I suggest you try the following methods to further troubleshoot the problem, which may be helpful to you.
Method 1. Perform a clean boot
I recommend that you perform a clean boot to rule out third-party software interference. Please follow the guide in the following link.

Disclaimer: "Clean boot" starts Windows with a minimal set of drivers and startup programs. It helps to determine whether background services are interfering with your game or program and isolate the cause of the problem.
If the problem does not recur after trying a clean boot, it means that some third-party software is interfering with your current problem, so follow the instructions in the link "How to determine the cause of the problem after performing a clean boot" to find the third-party software that causes the problem and uninstall it.
Method 2. The Windows UI may have crashed, try restarting the Explorer first:
Press Ctrl + Shift + Esc to open Task Manager.
Find Windows Explorer.
Right-click > Restart.
Method 3. Your problem may be caused by a graphics driver error, you can try. Update or roll back the graphics driver
Press Win + X and select Device Manager.
Expand Display adapters and find your graphics card (NVIDIA, AMD, or Intel).
Right-click > Update driver and select Search automatically for updated drivers.
Or go to the graphics card official website to download the latest driver.
If the problem persists after the update, you can try rolling back
Device Manager > Graphics card > Right-click > Properties.
Click the "Driver" tab and click Roll back driver (if there is an option).
Method 4. Wrong resolution or refresh rate may cause screen display abnormality. You can try to adjust it by following the steps below
Right-click the desktop > Display settings.
Scroll down to Display resolution and make sure it is the recommended resolution.
Go to Advanced display settings and check if the refresh rate is correct:
High refresh rate displays (144Hz, 165Hz, etc.) may require manual adjustment. Try switching the refresh rate to see if it can be solved.
Method 5. Windows 11 UI may have rendering errors. You can try turning off animation effects:
Press Win + I to enter Settings.
Go to Accessibility > Visual Effects.
Turn off "Animation Effects".
Method 6. If Windows UI components are damaged, run the following command to repair:
Press Win + S to search CMD, right-click to run as administrator, and enter
sfc /scannow
Wait for the scan to complete.
If the problem persists, run:
DISM /Online /Cleanup-Image /RestoreHealth
