Desktop icons and taskbar flashing/blinking

Icons on desktop have become enlarged and they flash periodically along with the taskbar.

I'm not able to open the start menu at all.

In safe mode it doesn't flash but the warning "The system detected an overrun of a stack-based buffer in this application..." keeps popping up.

So I've tried the following already

1. Clean boot in safe mode 

2. Uninstalling recently installed programmes which I thought might be causing this- 

3. Done system file check with sfc and run DISM. SFC shows nothing, DISM won't run restore or check health

4. I've run troubleshoot for Windows update to fix DISM, but still not worked

5. Tried updating any new Windows updates

I'm not sure what the problem is or how to fix it.

Hi I repaired windows with an in-place upgrade but now I cannot open file explorer or access any files
