I want to sign out this account (the red thing)
There used to be nothing at that red place but now I can't figure how to sign out or delete that account from my computer.

If you are wanting to switch this Microsoft account to be a local account, you can use the method in the tutorial below to do so.

but there isn't the microsoft account I want to delete in the user accounts
and i want to delete the microsoft account and just go for a local account

Click on the "Verify" link to follow the steps to verify your Microsoft account on this computer.
Afterwards, see if you will have the Sign in with a local account instead link available to use.

I see the problem now that I notice the name of the account is Administrator.
This is the built-in "Administrator" account that was switched to a Microsoft account. This was most likely done when adding the Microsoft account for an app (ex: Mail), and not selecting to add to app only and was allowed to switch the account instead.
You can delete the current profile of this Administrator account using both option 2 in the tutorial below to remove your Microsoft account from it, and restart the computer afterwards. It may take a bit to see the desktop afterwards. Sometimes more than one restart.
The SID key for the Administrator account under the ProfileList key will be the one ending in 500.
