Default/blank app icons on taskbar

About 50% of the time (so far exactly every other time over several restarts) I get the default application icons for anything I personally pinned to the task bar.  This is a brand-new, fresh install of Windows 10 that I downloaded yesterday with the USB Creator Tool.

I have installed the following programs since Windows install:

Chrome, Firefox, JetBrains Toolbox, Rider, Visual Studio, HexChat, git, office, Greenshot, Slack

I have completed all updates.

I have deleted the iconcache.db

Killing Windows Explorer fixes the issue

Just refreshed itself while I was writing this thread.

Let's do some system scans. They will look for any system corruption and will fix it.

Press Windows key and X key
Power menu will appear
Select Powershell(Admin)
Open it

NOTE:
Do one scan at a time.
Some of these scans will take some time to finish.

Type,
DISM /Online /Cleanup-Image /RestoreHealth
Hit Enter.

Type,
sfc /scannow
Hit Enter.

Type,
chkdsk /v /f /r C:
Hit Enter.

When asked to schedule it,
Type Y

Now type this to restart the system,
Shutdown /r

Once it's done try removing your Icons from the taskbar and pin them back again

I did all those things and restarted several times and had no problems until I tried to run Rider.

The icon for Rider is wrong.  I've restarted twice.  I'll try several more times to see if this is still an issue.
