I understand that you’re seeing a blank page when checking the Data Usage under Settings app on your PC. I will certainly try my best to assist you with the issue.
For further clarity on the issue, please respond to the questions below:
Which build version of Windows 10 are you using currently?
Are you aware of any changes made to the PC prior to which you weren’t facing this issue?

Meanwhile, I would suggest you to try re-registering Settings app and see if the issue persists. Kindly follow the steps mentioned below:
Press Windows + X key together and select Windows PowerShell (Admin).
Accept the UAC prompts.
Now type in the following command and hit Enter: Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}
Restart the PC.

I followed your steps restarted my pc and It still looks the same. Other than installing apps there are no changes I have made to my pc prior to this. I did a full Malwarebytes scan and found nothing.
