First check if you don't have any Windows update to install :
1) Click on the Start button and type "Update", click on "Check for updates" in the results
2) Click on the "Check for updates" grey button
If you have any update to do, install it then restart your computer to see if your issue is fixed.
If it doesn't fix your issue download and install the latest DirectX version here as this problem might be solved with it :
