C:\Windows\system32\srvcli.dll Error

I keep getting an error saying "C:\Windows\system32\srvcli.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator ot the software vendor for support." I do not understand how to solve or fix this problem, I really need help with this, I cant do anything in this laptop with this problem always popping up.

Do these to clear corruption and repair/replace damaged/missing system files.

Run DiskCleanup - Start - All Programs - Accessories - System Tools - Disk Cleanup

Start - type in Search box -  COMMAND   find at top of list -  RIGHT CLICK  -  RUN AS ADMIN

sfc /scannow

Then run checkdisk (chkdsk).
