Cumulative updates - July 14th 2020

This is a summary of the cumulative updates released on July 14th for all the supported consumer releases of Windows 10.

Servicing Stack Updates

It is recommended to install Servicing stack updates before installing the cumulative updates. This update makes quality improvements to the servicing stack, which is the component that installs Windows updates. Servicing stack updates (SSU) makes sure that you have a robust and reliable servicing stack so that your devices can receive and install Microsoft updates.

Known Issues

  • Known issues with KB4565503(2004): When using some apps, such as Microsoft Excel, users of the Microsoft Input Method Editor (IME) for Chinese and Japanese might receive an error, or the app might stop responding or close when attempting to drag using the mouse.For more information and workaround steps, please see KB4564002.
  • Known issues with KB4565483 (1903/1909): After installing this update on a Windows 10 device with a wireless wide area network (WWAN) LTE modem, reaching the internet might not be possible. However, the Network Connectivity Status Indicator (NCSI) in the notification area might still indicate that you are connected to the internet. We are working on a resolution and will provide an update in an upcoming release.
  • Known issues with KB4558998(1809): After installing KB4493509, devices with some Asian language packs installed may receive the error, "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND."Uninstall and reinstall any recently added language packs. For instructions, see Manage the input and display language settings in Windows 10. Select Check for Updates and install the April 2019 Cumulative Update. For instructions, see Update Windows 10.

The issue is resolved.

Users of the Microsoft IME for Chinese and Japanese in some apps such as Microsoft Excel, might receive an error or the app might stop responding or close when attempting to drag with the mouse.Microsoft is working on a resolution and will provide an update in an upcoming release.

Yesterday, Outlook 2019 opened fine for me. Today, it will not start up on two different computers (two different accounts, home & office). Looks like this update broke Outlook for me.

Clicking the icon on the start menu gets the Outlook splash logo on screen, then nothing (and Outlook also drops off the task manager). Attempting to start in Safe Mode makes no difference. Still won't start up.

Outlook 2016 crashes on startup after these Windows 10 updates.  Problem began after first time I tried to open Outlook after the July 14, 2020 updates.

Same problem here. I can't open my outlook today and can't install the updates.

Same experience. Windows 10 Pro Version 1909, Office 2019 Version 2006. After this update, Outlook crashes at the splash screen.

We’re investigating an issue affecting user access to Outlook. Additional details can be found in the admin center under EX218604.

We're investigating whether a recently deployed update could be the source of this issue. As a workaround, users can utilize Outlook on the web or their mobile clients. Additional details can be found in the admin center under EX218604 and OL218603.

In regards to the Outlook Issue. This worked for me

1) Open CMD Prompt.

2) Enter cd "C:\Program Files\Common Files\microsoft shared\ClickToRun"

3) Once done, enter officec2rclient.exe /update user updatetoversion=16.0.12827.20470
