2017-05 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4020102) Failed to install. I tried running the Windows Update Troubleshooter it also didn't help.

Does it rollback after reboot?

Use the Following tutorial to  Reset Windows updates completely and check if it helps:

Reset Windows updates

Make sure to run the script as an administrator.

on 2 different machines, today, when looking at the update history.  I see around 16 failures of this to install and then a successful install all dated today June 8th 2017. Have others seen this same when looking at update history?

Since it's already been installed. Right now we are still checking on this issue. Because this is an unknown issue. We are checking for the connection problem or incompatibility to some apps.

I have been with MS tech support for 2 hours and a half and they could not help the worst tech support in the world!they disconnect all the time i spoke to 3 agents to no avail.

The update fails at 98% and it says it would not complete.

Has anyone else still been unable to install this update after resetting Windows Update? I've run the .BAT file three times.

I've also run SFC and DISM...

FWIW, I just noted today that my update history was filled with error messages about this update failing to install. There were 33 of them, all dated today. Not sure if this means it has only been trying to install as of today or if there is a limit to history entries and older ones have been pushed out. There are older entries for three successful updates on May 9, but nothing between May 10 and June 10 inclusive. 

Strangely, Windows Update reported "Your device is up to date. Last checked: Today 1:55 PM." I then clicked "Check for Updates" where it found this same update as pending. It then automatically downloaded the update, began the install and requested a reboot. I did that and the update installed successfully.

In summary, the background updating was failing, possibly not even completing the download. However, a manual update check worked without issue. I have no idea why.

Same thing happened on both my 1703 systems with the background install of this update. I was able to get it to install by opening up Settings and running Windows Update manually. If that doesn't work, you can try downloading the manual package from the Update Catalog and installing it that way. (If you do that, make sure to get the proper one for your system, there's a 32-bit and 64-bit version. Other than that, it's pretty self-explanatory.)

I have the same message "Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4020102)", and have recently noticed that it has failed to install 15 times.
