Credential Manager causes 2+ hour boot in Windows 10

I recently discovered a problem where my system would take approximately 2 hours to boot. It did finally come up, but with lots of errors in the boot log. I used msconfig to isolate the offending service, which is Credential Manager. When I disable Credential Manager the system starts fine with no errors except two drivers that fail to load because they already loaded successfully a couple of lines before (they are apparently being called twice, but that's another issue). My question, then, is how do I fix the conflict with Credential Manager?

As an initial recommendation, I would suggest you to place the computer in a Clean Boot state and check if the issue is resolved. Follow the below steps.

A. To disable all non-Microsoft services consult the article called Clean Boot.

Disclaimer: A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot. You must log on to the computer as an administrator to be able to perform a clean boot. Your computer may temporarily lose some functionality when you perform a clean boot. When you start the computer normally, the functionality returns. However, you may receive the original error message, or experience the original behavior if the problem still exists. If the computer is connected to a network, network policy settings may prevent you from following these steps.

I've already isolated the driver that is causing the problem -- I've already been through this step. The computer will only start in Clean Boot state with Credential Manager disabled.

In fact, I also tried to boot with ONLY Credential Manager and its dependencies in order to rule out a conflict with another driver and the system still failed to boot, so unless there's a conflict between Credential Manager and its own dependencies, it's not a conflict causing the problem.

Method 1

I suggest you to run the System Maintenance troubleshooter. and see if it helps.

Follow the below steps:

1.       Type troubleshooting in the search bar. 

2.      Select Troubleshooting.

3.      Select View all on the top left corner.

4.      Click on System Maintenance.

5.      Follow the on-screen instructions to run the troubleshooter.

Method 2

If the above recommendation does not help, check if the same issue occur when logged in through a different user account.

I ran the System Maintenance troubleshooter per your suggestion but it didn't find any issues to repair. As far as changing the user account, the boot slowdown happens before I log in -- there is no slowdown after the user account is logged into.

Now in order to ascertain if the issue is related to drivers, boot the computer in safe mode with networking, which loads only the basic files and drivers necessary to run Windows are started.

Safe Mode With Networking:

Follow the steps to boot to safe mode with networking:

  1. Press the ‘Windows + R’ key on the keyboard.

  2. In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.

  3. Click the ‘Boot’ tab.

  4. Under ‘Boot Options’, select the ‘Safe Boot’ option.

  5. Choose the type of safe mode by selecting one of the options below the Safe boot check box: Select ‘Network’.

  6. Click OK and then restart your PC.
