Connected User Experiences And Telemetry Properties service stuck at starting. Need a fix.

Connected User Experiences And Telemetry Properties service is maybe stuck. It showing under service status that it's starting but doesn't start. I tried restarting my pc but even then it again showing starting. Shouldn't it be showing running. Also.my achivements on Xbox Game Pass PC not working. Maybe this is the reason. So, i need a fix fast. Please help.

I'm Paul, a fellow customer like you & an Independent Advisor. What's your Windows version & build? Kindly search/open "winver" to find out. Thanks.

1. Search/open services.msc > double-click "Connected User Experiences And Telemetry" > go to the "Log On" tab > ensure Local System account is selected > then go to the "Dependencies" tab > Ensure the following RPC services are also running (DCOM & RPC Endpoint Mapper) > click OK.
2. Then, press the CTRL+SHIFT+ESC keys together >click File menu > click "Run new task" > type cmd & tick the checkbox "Create this task with administrative privileges" > click OK > copy/paste below command one line at a time.
DISM.exe /Online /Cleanup-image /Scanhealth
DISM /Online /Cleanup-Image /RestoreHealth
SFC /scannow
3. Once, done reboot your PC to check if the issue persists.

Do you mean in first line i paste this command - "DISM.exe /Online /Cleanup-image /Scanhealth" , in second line this command - "DISM /Online /Cleanup-Image /RestoreHealth" and finnaly in after first two line command has finished i past this command - "SFC /scannow" .

I have windows 10 home version 1909

Also maybe first command is stuck or something I am providing a picture so you understand. It's not letting me copy second command. Should i wait, will it fix it self?

After a while trying around, I found this a working solution:

dism /Remove-Package /packagename:Microsoft-Windows-UserExperience-Desktop-Package~31bf3856ad364e35~amd64~~10.0.19564.1000


After which I rebooted, forced a policy to change to "full" telemetry details.

I've come across this thread while trying to work out why I'm not getting any achievements on Xbox Live enabled games on Windows 10.  I'm running Win10 2004, up to date on patches at time of writing and I have the same issue as OP whereby the "Connected User Experiences and Telemetry" service will not start, it just gets stuck on 'Starting'.  This is a fresh install of 2004, only done around 2 weeks ago.

There's nothing obvious showing in Event Viewer during attempted starts, I tried ProcessMonitor to see what it was doing but nothing jumped out at me.  I tried disabling my AdBlocker and disabling the Windows Firewall.  I enabled all the Diagnostics options, such as setting it to "Full"  diagnostics and enabling all the telemetry options (Inking, tailored experiences etc) to no avail.
