I suggest to update your Windows and also check Action Center and see if anything is noted there. You may run following scanner to just in case:

http://www.microsoft.com/security/scanner/en-us/default.aspx

Make sure run full scan, also right click on command prompt and run as admin and run this command:

sfc /scannow

If it was case with virus, you could try contact Microsoft Safety Support:

https://consumersecuritysupport.microsoft.com/default.aspx?productkey=pcsafetymalware&faq=1&task=diagnostics&st=1&wfxredirect=1&altbrand=true&mkt=en-us

They will help you to remove the virus completely and that might solve the issue. Also if windows asked to send more info please do so.
