Computer frozen on reset this PC

I reset my PC and when it finished and rebooted this screen came up but can't click on ok or anything just frozen on this even when I turn the computer off by the mains it stays on this screen once loaded back up again? 
Go to a working computer, download, create a bootable copy, then perform a clean install.

Once I have that though will it automatically load from the disk when I put it in as like I said the computer is completely frozen on that screen the mouse and keyboard are not working or moving on it at all

Are you not able to hold down the power button until it powers off?

After powering off, connect the bootable USB created using the instructions from my previous reply, boot the system then configure your BIOS to boot from it.

Yes I can hold down the power button to turn it off but once I turn it back in it goes right back to that screen so if I had the files on a USB all ready for it then when I do turn it back in would it automatically load up from the USB as if I have to log in or anything it doesn't let me

Power it down
Plug it out - if its a laptop, remove the battery.
Wait 10 minutes.
Reconnect it then try again.

Nope didn't work still frozen on the screen as above the mouse cursor isn't on the screen and the keyboard is not working either

Can you open the system system unit then try resetting the BIOS manually by removing the CR-2032 chip?

Power on and off your computer three times
On the third time, your computer will boot into the Advanced Recovery environment
Click Advanced Options
Click Troubleshoot
Click Reset this PC
Click Keep my files
Choose your account
Enter your password
Click Continue
Click Reset
