Component Services shows MyComputer down with Red Arrow. COM+ was unable talk to the Microsoft Distributed Transaction Coordinator

Windows 10 1803 on MacBook Pro 2018

After installing Boot Camp drivers,

Component Services shows MyComputer down with Red Arrow.

If I click on COM+ Applications I get an error dialog

Catalog Error

COM+ was unable talk to the Microsoft Distributed Transaction Coordinator

What do I do to fix this?

expand component services\computers\My computer

on rightclick on My computer click on properties,  choose default properties

 enable options  like below screenshot

Yes, that is exactly how my settings are set.

The "MyComputer" still shows red down arrow.

When MyComputer is down, there is no longer a "Default protocols" tab or an "Options" tab.

The "Catalog error" hints to me that there is a permission problem accessing drivers or catalog. Does this help to identify the source of the problem?

There is no change after running these 3 commands from an admin cmd prompt and rebooting.

Component Services console still shows MyComputer as down.

Still get the "Catalog Error" when clicking on COM+ Applications folder (or right-click on MyComputer and select "Refresh all components")

I have found the problem that causes "Component Services" My Computer to be down.

I have a WORKAROUND for this issue.

The culprit is the service named "Dolby DAX API Service" (DolbyDAXAPI in Task Manager Services) used to control the Dolby Atmos components.

WORKAROUND: Stop the service and set it to "Disabled". You can set it to "Manual" but if it starts, it will interfere with COM+. After stopping the DAX service, restart the "COM+ Event System" (or "EventSystem" in Task Manager Services tab) service and check dcomcnfg again.

If this service is running, it blocks the COM+ manager somehow preventing the comm protocols to load.

The service file is DAX3API.exe in %windir%\dolbyaposvc\  copyright 2018 Dolby Laboratories.

This issue affects hardware with Atmos sound including MacBook 2018, Lenovo, Acer.
