Code: 0x87E0000D from Microsoft Store trying to download Outer Worlds

I bought the xbox game pass last night and am trying to download Outer Worlds from the Microsoft store. As soon as the download starts it stops and says "error." When I click on Details it say something unexpected happened with Error Code 0x87E0000D. I tried last night and got the error. I turned off my machine. I just turned it on and tried again and the same thing happened.

Follow these steps to repair the Microsoft Store:

1) launch powershell
2) Set-ExecutionPolicy Unrestricted
3) Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Restart your system

Thank you. I did that and then I found that one of the xbox live services had been disabled previously. So between those 2 things I was able to get it to work.

Thank you

What fixed it for me is i went into taskmanager, went to the services tab. i restarted Gaming Services. Then the game started to download. Finally after hours of trying to figure this out. Hope this helps.
