We understand that you want to customize the Windows 11 startup sound, but you want to do it in a way that does not modify the system.
It is important to explain that currently in Windows 11, if you want to customize the startup sound, then modifying the Windows Login value in the registry is an indispensable step, and there is no alternative way to get rid of it, it involves modifying the registry, but only modifying the value that already exists in the registry, not actually modifying the system.

1. Press Windows+R and type regedit
2. Navigate to the following key:
HKEY_CURRENT_USER/AppEvents/EventLabels/WindowsLogon
3. Double-click ExcludeFromCPL DWORD.
4. Set the value data to 0 and click OK to save the changes.
Subsequently, just change the file for the startup sound in Personalization - Sounds.
