Can't use hybrid transport passkeys on Windows 11 23H2

I'm encountering issues with passkeys after updating to Windows 11 23H2 (build 22631.4169). My Android phone is unable to sign me in or create new credentials. After scanning a QR code or receiving a notification, I get a message stating "Couldn't connect to your device." Following multiple unsuccessful attempts, Windows gets stuck in a state where clicking "Register" or "Authenticate" on webauthn.io or any website immediately results in a "The operation either timed out or was not allowed" error.

This behavior is not limited to my machine. Several colleagues have reported the same error on their PCs as well. The issue seems to persist across browsers, including Chrome, Edge, and Firefox.

Additionally, the problem appears to be intermittent. After waiting for a variable amount of time, the passkey prompt reappears, but registration and authentication remain unavailable.

If the issue is critical, consider using alternative authentication methods temporarily, such as traditional passwords or other forms of multi-factor authentication, until a fix is released.

I understand that you are saying many organizations are affected, which raises suspicion about a Windows update. But that’s not the main point. We need to know what your IT department has done. Have they discussed this issue with the IT departments of other organizations? What commonalities do the devices and configurations of these organizations share? Have you asked the IT department about this? Regardless of whether you solve it yourselves or report it to Microsoft later, your IT department needs to verify things first.

After reviewing the issue with our team, we found no suspicious commonalities between the computers, such as specific services or software. The failures seem to occur unexpectedly when using hybrid transport passkeys with both Android's native and third-party authenticators.

Since this problem is widespread, it would be beneficial to report it directly to Microsoft. They might already be aware of the issue and could provide a fix or workaround. Click the Windows icon in the bottom-left corner of your screen or pressing the Windows key on your keyboard, and type “Feedback Hub” in the search bar. When you see the Feedback Hub app in the search results, click on it to open. Fill in the details about the issue, including the error messages and steps to reproduce the problem.

Also, if your organization has an enterprise support agreement with Microsoft, contact your dedicated support representative for assistance.
