Can't upgrade to Pro: License Activation (slui.exe) failed + Installation of the Proof of Purchase failed.+ Package Windows Professional Edition failed to be changed to the Installed state.

Hello,

When I try to upgrade my windows 10 pc from Windows Home to Windows Pro (using my own MSDN key), it says 'We couldn't complete the upgrade, undoing changes'. I cannot find the problem and this problem has been here for almost a complete year. 

I'm getting the following erros in eventlog:

Installation of the Proof of Purchase failed. 0xC004F069

Partial Pkey=3V66T

ACID=?

Detailed Error[?]

 

AND

License Activation (slui.exe) failed with the following error code:

hr=0x8007139F

this isn't a clean installation and I don't want to perform one.

default troubleshooting steps like diagnostic/clean startup, dism, sfc /scannow aren't working. (see thread above for troubleshooting steps I've taken, I've made a new thread cause these are other errors but the same problem)

Disable your Antivirus and Firewall temporarily. Also try performing a clean boot then attempt the upgrade again.

My time is correct.

I've even tried doing UK time because I've set my region to UK, but still no success.

I've tried all of these already, no success.

Also another error log that might be able to help debug the problem:

"Acquisition of genuine ticket failed (hr=0x800F0902) for template Id {99d92734-d682-4d71-983e-d6ec3f16059f}"

and

"Installation Failure: Windows failed to install the following update with error 0x800F0922: Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3176931)."

Also, 10 months ago I successfully upgraded THIS pc to Pro, but then reverted it.

I actually think this has to do with it cause right after I reverted it I tried again and I had the same issue.
