Can't transfer my windows product key from windows 10 to windows 11

Hi!
I'm getting an error 0x803fa067 while trying to activate my windows 11. This key was used on my old laptop with windows 10. I've deactivated it and cleared the registry (using slmgr). I can't contact support via phone either as my country is not listed.

Please, assist.

I'm very sorry for bad news, but if you bought a license in Microsoft Store from Settings, Activation page, such license is not transferrable and is tied to hardware. I have no example in English but the text is very similar to the shown on the picture.
