can't send or receive files via bluetooth even though it says devices are paired???

I just tried to take a picture of my dog and send it to my computer through bluetooth. This is the first time ive tried this on my computer. The device is newer, too. An Amazon Fire 7. Both belong to me, and are registered to my accts. They seemed to connect with no problem, but then when i tried to share the pic it said it failed. SO i tried again. Still nothing, so i went into the computers settings, and saw the link that said 'send or receive files via bluetooth' When i tried to click on it i got this message "             

C:\WINDOWS\system32\fsquirt.exe
windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item

Now i have no idea what any of that means, but it doesnt make sense to me that i dont have permission to send files from one of my devices to the other. no one else touches this computer. The bluetooth settings have never been messed with on either device, this is the first time ive tried to use it. Can someone tell me what's happening? This isn't the only weird thing my computer's doing, but this does severely impact my ability to complete my homework, so it's 1st on the list.

I prefer to install the Take Ownership shortcut so if any permission problems come up you can right click the file or folder (anything but the full C drive) to Take Ownership: https://www.askvg.com/add-take-ownership-option...

Well, if the problem were with a file that i was trying to send, that might solve the problem, and i can think of a few instances where that information would have helped a ton, and i WILL remember that little trick....However, it doesnt seem to have any affect on whats going on with my computer. I have full permissions on quite a few of the folders on my computer. .But there were none that iw as trying to send to the tablet. I was trying to send a picture i took on my tablet to my laptop so i could use it on something i was working on. The two devices SAID they paired just fine. It still says they are connected. When i try to click on the link 'send or receive files via bluetooth' in my settings that i get that message that i cant access, dont have the right permission. I can't for the life of me figure out whats going on. Cortana isn't working right either. But we will work on that when we figure out this one

Did you notice when this Behavior began? Can you System Restore to a point before it started?
