Can't save or save as when editing photos in Windows 10 - Cannot upload photos to Flikr either

I have recently purchased a Dell Inspiron 3650 with Windows 10 installed.  I used this PC strictly for photo storage for the various sports teams I shoot for.

Using photo viewer (preloaded) I cannot save or do a save as of the edits.  A message appears that I do not have permission.  I am logged in, I am the administer.

In addition, I cannot upload photos to my Flikr account.

I have contacted Dell because I just purchased this on 09/21/16.  They are useless and are trying to extort money from me and would not help me with a brand new computer with no modifications or software installations.  They say it is a software issue and I did not buy the software service.

I purchased a Dell so I wouldn't have any problems.  I couldn't have been more wrong.

Thank you for that additional information. Let's do a clean boot to isolate if there is a software conflict.

If you can make any changes on a file and save it with no issues, it only means a third party image viewer program is causing a software conflict. You have to uninstall your third party image viewer. (if there is any)

If it didn't work in a clean boot mode, and you don't have any third party image viewer software, then your photo viewer is corrupted. We'll need to reinstall it. (last resort)

Uninstall Photo viewer:

- Search for powershell in start.

- Right click, Run as administrator.

- Click Yes when prompted.

- Type Get-AppxPackage –AllUsers, Press Enter to view all installed apps.

- Scroll down and look for Microsoft.Windows.Photos.

Tip: To quickly find Photos app entry, right-click on the titlebar of PowerShell, click Edit, click Find, type Photos, and then click Find next button.

- Copy it's full package name to a notepad. ( you can use Ctrl + c to copy)

Image- Type remove-AppxPackage PackageFullNameNOTE: replace the packagefullname to the one that you copied to a notepad.

- Exit and reboot.

Let's reinstall Photo viewer from Microsoft Store:

- Click Store app from start.

- Search for photos and follow the prompt ( It's free)
