Can't open settings windows 10

I can't opn the settings app in windows 10, from anywhere. At first i could atleast connect to WiFi from the taskbar, but now i can't even do that. 

Adding another user doesn't help, it won't open from that account also. I tried the troubleshooter. 

I CAN open settings from everywhere when booted in safe mode though.

sfc scannow says that it found corrupt files but couldnt fix them. CBS.log has many cases of 'duplicate ownership':

Error: Overlap: Duplicate ownership for directory \??\C:\

I remember changing permissions and ownership of something to change  the cursor.

UPDATE: After running DISM restore health in safe mode, i can connect to wifi from the taskbar, but no other progress.

Press Windows key + X
Click Windows PowerShell (Admin)

At the command prompt, type:

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *immersivecontrolpanel*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

Hit Enter, exit powershell then restart.

If that does not work, perform a repair upgrade:

AFTER REPAIR UPGRADE:

Still wont work. When I click on display settings in right click menu, I get this. When i open settings from Start, it wont launch.(it closes after this)Image

Hopefully the following work:

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Also run the System File Checker utility:
Open Start, type: CMD
Right click CMD
Click Run as administrator

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system
