Can't open "Apps & features" in Windows 10

If I open the Settings application in Windows 10, then click on System, "Customize your Display" is visible.  If I click on "Apps & features", nothing happens except "Apps & features" is highlighted.  If I then click on any of the other options, "Apps & features" remains highlighted, but "Customize your display" is still showing and nothing responds to clicks except closing the app or waiting about five mintues.  I have already tried rebooting and this does not make things work faster.   Does anyone know how I can fix this?
