Moving files from your C drive to another drive will require what I call the "wiggle room" in C drive.
Just imagine if your room is all tight and no wiggle room at all, there's no way you can move a couch out of that room.
Same here, if your folder is 500MB for example, and if your free space is less than 500MB, it will not work because behind the scene for the move process, Windows has to create a temp copy. Not to mention Windows also need sufficient space to support the operating system itself, so it will require more than 500MB in this case.
Instead of moving the entire folder, I would suggest that you move the files inside the folder bit by bit.
How much free space do you have now on C?
