Can't download offline maps in Windows 10

I am unable to download any offline maps on my laptop. Everytime I start the download the progress bar appears but after sometime without any progress a message appears in place of it saying "Waiting to download" with icon of Maps on it. It continues to appear and disappear with progress bar but it never starts to download anything.

You might face this issue if the Windows updates and drivers are not updated or if some system files are corrupt.

Follow these methods and check if that helps:

Method 1:

First, let us run the System File Checker tool (SFC.exe) and check if it helps. The System File Checker tool (SFC.exe) scans for missing or corrupted system files and repairs them.

Run System File checker to see if you have any corrupted system files.

Use the System File Checker tool to repair missing or corrupted system files

(Follow Windows 8, 8.1 section).

I would also suggest you to install all the latest Windows updates and also the latest device drivers.

Method 2:

Run the Apps troubleshooter This tool can automatically identify and fix some problems with apps.

Method 3:

On addition to that you may also try running the following command in Elevated command prompt and check if that works.


  1. Open an Elevated Powershell prompt by pressing the Windows Key, typing Powershell, then pressing Ctrl+Shift+Enter
  2. Paste the following command into Powershell and execute it:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

What about a lumia 950 phone?  I have exactly the same issue, but on my phone.

Same here, Lumia 950, no maps. Something went wrong , try again. And that for several days now....

I have the same problem.  It tries, but cannot ever complete.  I think there must be a problem on the server side as I have successfully downloaded offline maps in January.

I asked the question in the windows central forum and I got a solution that worked.

Note the link in the one reply and follow that method.  Note that I'm using a standard Windows 10 mobile  build, not an insider build.  The instructions in the link are for an insider build, but they worked for me.

This idea is genius. I find that a desktop-mobile relationship is essential even without Continuum™. Sometimes you have to sync the old fashioned way.

I would go a step further and suggest you create a Briefcase so you can right click it and sync its contents when your phone is connected via USB. That would make it easier to assess differences.
