Can't customize Windows 10 Start Menu

Hello,

I'm having an issue trying to customize my Windows 10 Start Menu.

Every time I try and change it up - be it unpinning tiles, or placing new ones on - it always reverts back to the default set-up every time my computer restarts.

Sometimes when I try to pin a new tile, it will even freeze up, turn grey, close itself out, and then when I open it again it will once more have reverted back to default.

I have tried changing every option in my settings, but nothing fixes this issue.

I don't want my start-up filled with applications I'll never use, and would instead like to drop down important ones I want quick access to,
but the way the Menu switches back every time makes it difficult to achieve this.
