Is the situation a recent phenomenon?
Or has it existed for a long time?
Were there any special events in the device before the situation occurred?
For example, system update, driver update, application update, BIOS update?
What network environment is your device in?
Is it a domain network (school or work network)? Or home network?
Is this phenomenon limited to iCloud application?
Is the situation the same when you observe it in a completely different network environment (hotspot or USB shared network)?

Yes
Well, I really don't think this is issue is related to the network connection issue. It is likely related to the iCloud Shared Album Apps itself.
Anyhow, any chance to seek further advice from the iCloud Shared Album Apps support?

Thank you for getting back to us.
Problems with the iCloud app itself are also a possibility.
We tried to perform tests but are limited by the domain environment and are unable to carry additional devices.
If the issue is indeed only related to the iCloud application, we can generally prioritize consulting with Apple to see if the issue is caused by some specific configuration of iCloud.

Is the situation a recent phenomenon?
Yes. In effect, it has been occurred since the the installation of the Apps. In the mean time, it is noticed that adding the photo to the shared album in the Window side won't sync with the the one being stored in the iCloud .

Not
