Cannot open Port 3389 RDP

I have a new Win10 Home edition, McAfee LiveSafe V16.

I have opened Port 3389 within McAfee, added check to Port 3389 and Port 135 as well as added add'l Port 3390 and 3389 to it.

When I use netstat -an. I do NOT see Port 3389 listed.

I have added to Control Panel, Advanced Settings, Inbound Rules a Port 3389, Domain, Private, Public are checked.

But 3389 is NOT visible at CMD prompt.

What next?

Need it as this will be a Remote computer, I hope.

Port 3389 will not be listed in Netstat unless you have a connection.
Can you connect using RDP to that machine.
Also turn off the Defender Firewall if you are using McAfee..

it is off as another provider is using it, McAfee.

and you have RDP enabled?
go to start - settings - system - remote desktop.

OK I went through the settings and did most of them but I am needing to Remote Access into this laptop from an outside source.

I have the External IP address and using my phone or another computer, I can not see it

One other note, I an setting this up within my home to get it all ready and then will deposit this laptop to its permanent location in an offsite location.

What I can see is that if I try to Ping this laptop with the local IP, I can not hit it. BUT I can ping my main computer sitting right next to it.

I have NOT changed the Group it belongs to as it will be 1 computer by itself at the offsite location, so no need to try to add it to a network then. Do I need to Ping it?

But using the external IP, from the Remote Access Desktop client on my main computer or with my phone, it will not connect to this laptop that will be at an offsite location.

What version of Windows 10 does your home machine run?

What do yxou see when you run this console command on the home PC?
telnet  "%Computername%"  3389

I have Win 10 Home Edition. I just saw that Home Edition is not support Remote Desktop??

'telnet' is not recognized as an internal or external command,
operable program or batch file.

You must enable the command through the Control Panel / Programs and Features / Turn Windows Features on or off / Telnet client.
