Cannot log into my new Dell Laptop

Bought a Dell Precision 3520 with Windows 10.  Right out of the box, Cortana led me through selecting a country and even getting connected to my wifi.  Then she said, we are going to check for updates - found updates - downloading updates - restarting computer.  Now it comes to a login page and i can't log in?  Beautiful ocean scene, but no matter what i try it says "We are unable to connect right now.  Please check your network and try again later"  I can select the wifi button and it says i am connected.

1) No, though i am connected to my home wifi.

2) No, it was a Brand New computer just out of the box.  

3) i have no other profiles.  I have never been able to even get into the computer for the first time.  As i said, i took it out of the box.  Turned it on.  Cortana started talking to me.  Walked me through choosing my country (USA), then found my wifi.  I gave it my wifi password, and once it was connected to that, Cortana said she was going to check for software updates (i had not even had the chance to load any software).  She said, 'Oh, we found some updates, so i will download those, your computer will restart and then we can continue to set up your computer' or something to that affect.  I have not even been able to get to the main windows screen.  I cannot get to the start button.  NOTHING!

On that model, just as the Dell logo appears press Ctrl + F11 and see if you get the Dell Recovery options

If Not:

Start PC, just as the Dell Logo disappears and Windows attempts to load, press and hold Power Button for 5 - 10 seconds to perform a hard shut down

Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt . . . etc.

Go to Troublshoot - Advanced Options - Reset this PC
Choose to keep nothing
Then start the Reset

It gets to a Blue screen that says Recovery, and talks about how the operating system did not load properly then says i will need a recovery disk or USB device and if i don't have one, i should contact the pc manufacturer (which i don't have a disk or device).  Then it gives me the option to Press Enter to try and load, 2) Press F8 for Startup settings or ESC for UEFI settings.  i tried f8 and i get a list of 9 options (Debugging, Boot Logging, Low Resolution Video, Safe Mode, Safe Mode with Networking Safe mode Command Prompt, Disable Driver enforcement, disable early launch & Disable automatic restart ?

tried F6 Safe mode with Command Prompt, but it just takes me back to the login screen that i can't log in to???

Hi Richard, if the method below does not work, you should probably return your new system to Dell and demand a new System . . .

Hi Richard, were you eventually able to resolve your problem. I've just bought a Dell Precision 7720, out of the box and am experiencing EXACTLY the same problem you did per your word for word experience.
