Are you trying to setup live TV in Windows Media Center or Windows Media Player?
I suggest you to check your Device Manager for any problems. Go to Start, type “device manager” in the search box and press enter. Check if any item is unknown or has a yellow Exclamation next to it. If so, what is the error?
I suggest you go to the manufacture of the card and download and install the latest drivers. You can also verify that no other program is running that can get the take control of the card.
I also suggest you to run TV tuner setup troubleshooter, here are the steps:
Open the Set up TV tuner troubleshooter by clicking the
Startbutton, and then clicking
Control Panel. In the search box, type
troubleshooter, and then click
Troubleshooting. In the left pane, click
View all, and then click
Set up TV tuner. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
