Hi, This is Ramesh.
What happens when you right-click the Recycle Bin and click "Empty Recycle Bin".
Do you get a dialog like this?
You can also open Recycle Bin, select the "Recycle Bin Tools" tab at the top of the window, and click the "Empty Recycle Bin" button.

When I Right click on the icon, it does not show "Do you want to permenantly ..." I have to click open, and it shows my file explorer with all details.
In The Recycle Bin Tools, Empty Recycle Bin is greyed out, along with the Restore tools. The only one what I can openthe Recycle BinProperties, and since I am afraid that the Bin could be full, so I clicked "Don't move files to the Recycle Bin, Remove files immediagely when deleted", even though this could be risky in case I should delete something by mistake.
I have tried all methods of emptying the recycle bin recommended on internet, but nothing worked. Anything else you can think of to help would be great!

Please open an admin Command Prompt and run this command to clear the Recycle bin store folder.
rd /s /q C:\$Recycle.Bin
Now, delete a file and let it go to the Recycle Bin. Is the Empty Recycle Bin button active?

I followed your instruction, entered the promt: rd /s /q C:\$Recycle.Bin, removed the "Don't move files to the Recycle Bin, Remove files immediagely when deleted," then deleted an item to recycle bin. and I was able to empty the recycle bin. So it appears that the recycle bin is back to normal. Nevertheless, when I open the recycle bin, it still shows the entire file explorer, and not just the deleted item. Why? and would this cause any damage to my files or computer system?
Thanks.
Ann

The recycle bin is a folder, so when you open it, you are opening the recycle bin folder in File Explorer.

Now I can see that the recycle bin showing the file explorer is OK. But I never saw it like this previously. It only showed the items deleted to the bin.
Yes, when I right-click the Recycle Bin and click "Empty Recycle Bin".
I get this dialogue.
