Cannot connect to internet through ethernet cable

Hey there, I'm having some serious trouble getting an internet connection properly. So I recently moved and my internet was fine on my pc for months.

Now for no apparent reason I'm struggling to get an internet connection.

I did have some issues with the cooling on my pc and I had to replace the water cooler.

What I've tried so far:

  • Rebooting the router

  • Factory resetting the router

  • Forcing a whitelist on my router

  • Network reset

  • Unplugging ethernet and using WiFi

  • Using the ethernet cable on another computer(works perfectly fine)

  • Connected to a hotspot onto my phone (desktop worked perfectly fine)

  • Running a troubleshoot on the ethernet connection ( said nothing was wrong)

  • Ran a troubleshoot on the WiFi ( said nothing was wrong)

  • Ran a full windows defender scan

  • Went into CMD and reset and renewed my ipconfig

  • Flushed my DNS

  • Setting a static IP

My pc is quite a bit away from the router and a wireless connection does have quite low speeds but my ethernet gave me 500mbps.

I don't think it's the cable because I've tried using my laptop with the cable and got internet just fine.

And I get some strange behaviour because my computer says that I'm sending and recieving bytes just fine but when I try and load a webpage or steam I can't connect.

Anyhelp would be appreciated, very close to just factory resetting my pc

Update both bios and ALL drivers from that PC makers support site (if they do not have an update utility shortcut on your desktop)

Have you tried reinstalling the ethernet adapter drivers for your device? If not please reinstall them.
Mention your systems brand and model if you are unable to find them so that I can link them here.

Tried performing a clean boot. No change. Tried to perform a diagnostic startup. Now I turned on my pc and it says

Something happened to my pin and I can only try and set it up.

I cannot login to my pc

Just now yes.

Fixed via booting with a recovery drive and replacing utilman.exe with CMD.exe and then running msconfig from the login screen

Still have not internet though

So I've booted the pc in safe mode with networking and I do have an internet connection!

However at first I did get a message saying that windows isn't responding multiple times.

Any advice on where to go from here?
