Please review these steps to solve this issue:
* Check Personal Hotspot settings:
- Go to Settings > Personal Hotspot.
- Make sure that Personal Hotspot is turned on.
- If you can't find or turn on Personal Hotspot, check with your wireless carrier to make sure that it's enabled and that your plan supports it.
* Restart your devices:
- Restart the iPhone that provides Personal Hotspot and the other device that needs to connect to Personal Hotspot.
* Update your software:
- On the iPhone that provides Personal Hotspot, go to Settings > General > Software Update.
- Make sure that you have the latest version of iOS or iPadOS installed.
* Reset network settings:
- On the iPhone that provides Personal Hotspot, go to Settings > General > Transfer or Reset [Device] > Reset.
- Tap Reset Network Settings. This will also reset Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
