.xap is specifically Windows Phone format and is not compatible with desktop versions of Windows. They use entirely different processors and therefore code sets.
As I said it is down to the developer to provide alternatives but as this App is intended for phone use why would they?

Although Microsoft hosts the Store for distribution development of Apps including porting to a different platform is the responsibility of the original copyright holder
However the ethos statement on the Developer site:
"Whatsapp Messenger is a smartphone messenger available for Windows Phone and other smartphones. WhatsApp uses your 3G/EDGE or Wi-Fi (when available) to message with friends and family. Switch from SMS to WhatsApp to send and receive messages,
pictures, voice messages, and video messages. First year FREE! ($0.99 USD/year after)"
You would have to aske them if they see it as a desktop application.
