Bluetooth Earbuds Not Detected on Windows 10

I'm sure this has been covered previously but at this point I'm stumped.

I've been attempting to connect Bluetooth earbuds to my PC but with no luck. They aren't detecting on Windows but will show up in the list on Linux Mint as well as my phone. I had previously connected some Samsung Galaxy Buds+ to my computer without issues. The new earbuds are Raycon Everyday Earbuds / JVC HA-A7T. For both new earbuds I have searched for proper drivers and no luck.

I have updated the sound and Bluetooth drivers (including the latest Intel BT driver ver. 22.190.0), uninstalled them, reinstalled them. Attempted to add them via Control Panel > Hardware and Sound > Devices and Printers.

Current system info:

Windows 10 Home ver. 10.0.19045 x64

Processor: Intel i5-7300

Bluetooth Driver: Intel ver. 20.100.10.9

Any help would be greatly appreciated.

2) Update the Sound controller driver from the PC or motherboard maker's Support Downloads webpage for your exact model. While there compare to make sure you also have the latest BIOS, Chipset, Display, Network and all other drivers.
If no newer then uninstall the Sound controller driver in Device Manager, restart PC to reinstall it.
Next go into Device Manager, right click Sound controller driver to Upgrade driver, then Automatically.
If nothing newer found in Windows Update then try again but this time choose Upgrade Driver > Browse > Let Me Pick to try all previous drivers queued there.

3) If you know when this started,

See if you can System Restore to a point before the problem started: https://www.windowscentral.com/how-use-system-restore-windows-10

System Restore is your first line of defense and can take you back to a point before a problem began like a time machine. If it doesn't help then you can undo it. Read about it first in the tutorial above and then try restoring to just before this started. If System Restore is not enabled on C drive do that now so it's available in the future.

If the problem repeats or System Restore doesn't work then check which Windows Updates were installed at Settings > Update & Security > Windows Updates > Update History, uninstall them there or System Restore again, then immediately check for and block the Updates with the Hide Updates tool explained here: https://www.tenforums.com/tutorials/8280-hide-show-windows-updates-windows-10-a.html I
