Bluetooth dongles not working in Windows 11 24H2 (error code 31)

Hi,

ever since Windows updated to 24H2, I have been unable to get any bluetooth dongle working. I have bought three new dongles, one after the other, hoping that would solve the issue (Realtek 5.1, TPlink 5.3, Ugreen 5.4) but all have the same issue as my original TPlink 5.0 which used to work just fine before the update:

"This device is not working properly because Windows cannot load the drivers required for this device. (Code 31) "

I have updated everything (Windows, Intel drivers), uninstalled and reinstalled several times (with multiple reboots etc, even did a clean install of 24H2 as it was suggested on a forum, thus preventing me from rolling back to the previous Windows version), downloaded drivers from the vendors... nothing works.

I need to get at least one of these working.

Any help would be appreciated.

Disable Memory Integrity (If Still Enabled)

1. Settings > Privacy & security > Windows Security > Device Security > Core isolation.
2. Toggle Memory Integrity to Off, then reboot.

If you’re using USB 3.0 or 3.1 ports:

a. Try a USB 2.0 port (usually black vs blue).
b. If you’re on a hub or front panel, test directly on motherboard rear I/O.

Also, Run SFC and DISM commands :

Press Win +S > search for Command Prompt > Right click on it > click on Run as administrator > Run below commands

Run below commands

sfc /scannow
dism /online /cleanup-image /checkhealth
dism /online /cleanup-image /restorehealth
