Blue Screen on Startup with Cursor

After restart Windows icon appears, then screen goes black, then a blank Blue Screen with a with a box on it displays along with cursor.  Appears to be the log-in screen without text, not typical BSOD.  Unable to boot to safe mode.  Ctrl+Alt+Delete does nothing.  Bios diagnostics found no errors.  clicking shift 5 times with bring up the sticky key box but literally can't do anything else. Please help.

How do you do that?

Power on, when you see the Windows Logo - power off

Power on, when you see the Windows Logo - power off

Power on, it will then your computer will boot into the Advanced Recovery environment

You might be asked to sign in with your Microsoft Account or Local Account password.

Click Advanced Options
Click Troubleshoot
Click Advanced Options

Click System Restore, see if you can go back to an earlier time.

If not, boot into the recovery environment again, then try performing a startup repair.

If that does not work, boot into the recovery environment, then click 'Go back to previous version of Windows'

If that does not work.

Power on and off your computer three times
On the third time, your computer will boot into the Advanced Recovery environment
Click Advanced Options
Click Troubleshoot
Click Reset this PC
Click Keep my files
Choose your account
Enter your password
Click Continue
Click Reset

If that does not work.

Go to a working computer, download, create a bootable copy, then perform a clean install.

Can you get into the recovery environment?
Try this... First you will need to force your machine to get into the recovery screen.
To do this boot up and wait for the blue windows screen with the spinning circle, when you see that press and hold power button to shut down.
Boot up again and do the same thing by waiting for the blue windows screen with the spinning circle then shut down, power up for the 3rd time and you should get repair screen.
Let it run.
You will then get a screen with the Automatic Repair, select the Advanced Options.

From here i would recommend trying to do a system restore point back to the last time your machine worked.
WHEN YOU DO THIS DO NOT BE CONNECTED TO INTERNET.

Updates came out today that might not be compatible with your machine.

Let me know how you make out.

What ended up working was just holding down the power button through a couple of restarts (like 20+seconds each time).  Seemed to work fine after that.
