That is NOT a blue screen of death. Notice that they cannot even spell correctly (suck, instead of such). My suspicion is that it is "hostage ware" and you'll be asked for a payment if you call that number. A reverse lookup states that the number is "unlisted"
at the owner's request.
If you do a Ctrl-Alt-Del, you will see about a dozen "Form 1" apps running, each of which corresponds to one of these fake BSOD screens. Kill each form, one at a time, and then you will eventually get to your desktop. Run your Antivirus and Antimalware
immediately and get rid of that hostageware.

This appears to be tied to a process that calls itself "Micosoft Defenders" - note the plural Defender(s) on that. The process is repeatedly running Mint.exe located in the C:\Windows\SysWOW64 folder.
