Blue box around windows in Windows 10 after updating\And windows defender doesnt work

Ok, so this happened a couple of days ago, i was updating windows (Took about 2 hours and 2 minutes) Then all the sudden, when i opened Windows Explorer or anything that uses the Windows Style window, has a blue border around this. It makes it look like im using windows 7/8 Which I don't like. Here is the image: 

I still dont know how i should fix it, I tried updating windows, also it has a "Page not available (Your IT administrator has limited access to some ares of this app....)" Whilst im the only admin on my computer, *(At my house)* It happens when i open Windows Defender and i cant Restart it because it says "Sorry an error has occured" with nothing. Please fix windows

Change the border color at Settings > Personalization > Colors.

Update your drivers from the PC's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.

If problems persist you can roll back Version 1803 in Settings>Update & Security>Recovery and then hide it until it matures using the Hide Updates Tool downloaded from here: http://download.microsoft.com/download/f/2/2/f2...


But remember that Factory or Upgrade installs are inferior installs which most enthusiasts won't even run because they'd expect endless issues.
