Black Screen with cursor displayed, then after 5-10 min, a blue wallpaper with cursor....then its stuck in there..... boot from cd/dvd doesn't work

Im not sure if it is black screen of death, my laptop (toshiba - 64 bit, windows 7 home premium) is stuck on a black screen (any shortcut keys doesn't function) with cursor. After 5-10 minutes, it displays a blue wallpaper, it has a bird and leaves. After that, again, its stuck, no ctrl+alt+delete, F5, and other shortcut keys......When I tried to boot from cd/dvd, it doesn't work......what should I do???? Please Help...

"What happens when you try to boot from the CD/DVD?" - just the same, black screen with cursor for about 5-10 min then blue wallpaper (http://www.actatek.biz/sales/ACTAtek_UKO/Misc/background.bmp) with cursor or sometimes, just stuck at black screen......i used a repair disc

"Have you made any changes to the computer prior to the issue?" - i'm not sure but i was working on office word, i just left, then when i returned, it already displayed the black screen......i tried to reboot but, it had two options, 1. Launch start-up repair and 2. Start windows normally........i tried both but the same happened......

I don't want to reinstall windows....i have many important files..........and i don't have a copy of windows 7.......i bought my laptop with windows 7 already installed . . . . .
And by the way, i cannot reinstall windows 7 because it cannot boot from cd/dvd......

It sounds like you may have a hardware issue.

Are you able to check with Toshiba, they should have hardware diagnostic tools that you can use to test.

How will i test the diagnostic tool to test, my computer doesn't start. It's just stuck. I read articles and what I thought about this problem was Trojan.Mebromi. It's a virus that infects your BIOS and it has malicious commands that prevents windows from starting or booting from cd/dvd.
I'm not yet sure what was the reason of this problem. Please HELP . . .

Some manufacturer's diagnostic tools can actually run before boot.  I would suggest going through Toshiba support to see what's available:

Hire a technician, if you feel overwhelmed.
Can you boot from USB? Usually anything that boots from the disc drive can be booted from USB.
Can you access the BIOS?
More details, always helps.

Backup your files by using a third-party backup tool (such as Linux.) You can also hook your hard drive up to another computer.

Try SystemRescueCD or other malicious software removal tools.

Looks like a virus to me in which case, you'll NEED to reinstall Windows (for security.)

Use a bootable USB version of Windows Seven and reinstall the operating system. There are free retail versions of Windows Seven available (Digital River is one licensed Windows distributor.) If you use a retail version and not an OEM (Original Equipment Manufacturer) version, the Windows Product Key will not be built into the reinstallation. You should have a valid product key (sticker) attached to the bottom of your laptop. You'll also need to manually reinstall drivers.

I have downloaded the systemrescuecd and tried to boot from usb, but it says there are no operating system . . .
Yes, I can access the bios . . .
I can access the advanced boot options . . .
I tried safe mode, safe mode with networking, safe mode with command prompt, last known good configuration, start windows normally etc. but the same happens . . .
Are there any other way to fix this? Or, does anyone had/have a problem like this??

More details would help me tell you what to do next. 

Does your computer tell you there is no Windows operating system? What happens when you put the USB-stick in and tell the computer to boot from the USB drive? Make sure the USB drive works by testing multiple ports. Perhaps it was trying to tell you that SystemRescueCD was not downloaded properly, you need to do it again. SystemRescueCD should always be able to boot. If you can't boot the SystemRescueCD operating system however, you may have a more serious problem.

If I were you, I would backup my files first, using Linux (it costs $1.00 to have an Ubuntu Linux CD sent to you... or if your optical disc drives won't boot, you can download a USB version.) After you've backed up your files, you can either use Ubuntu regularly (it's a nice, free Linux operating system) or download a Windows .ISO file from Digital River, put your Windows Product Key in, and manually reinstall drivers. If you can't download the Windows .ISO, ask your computer manufacturer to help you. I like to call them early in the morning when they're less busy, bug them for the rest of the day--lol--they'll help.

Sorry, very late reply..... We had our quarterly exam at school....I had no time to reply..

"Does your computer tell you there is no Windows operating system?" - No. It prompts me with '1. Launch Startup Repair' and '2. Start windows normally' (http://reformedmusings.files.wordpress.com/2009/01/win7b1-cant-boot.jpg).....no matter what i choose, the same happens. At first, it displays the windows logo and loads, then the black screen with cursor, then the blue wallpaper (http://www.actatek.biz/sales/ACTAtek_UKO/Misc/background.bmp) with cursor. Before the cursor displays, a cmd window appears (I don't remember the title of that cmd window) and less than a minute it closes.
Then its forever stuck in that wallpaper.
I can't buy the Ubuntu Linux Cd....I live in Philippines......
When I put the usb with systemrescuecd, it says that there are no operating system. The usb is working properly. I will try to redownload systemrescuecd
Additional Info: I tried to boot from cd with window 8 developers preview, it loads at first....but the same happens.....
That feeling, after exams, you can't spend your freetime because of a laptop stuck at a wallpaper. O_O
