Black screen with a pop up box with Setting up personilzed settings

Hi,
I have updated windows 8 to 8.1 through windows store. After completing the Installtion, log in to windows and stuck on a black screen with a pop up box in the top left corner saying

Setting up personilzed settings

C:\Windows\SysWOW64\Rundll32.exe
C:\Windows\SysWOW64\mscories.dll.Install

Please solve it.

I have tried few option like Graphics Card Driver update  and other seen internet, but nothing positive.

Thank you for posting your query on Microsoft Community.

As per the issue description you are getting a black screen with a pop up stating " Setting up personalized settings"  C:\Windows\SysWOW64\Rundll32.exe and C:\Windows\SysWOW64\mscories.dll.Install

As you have mentioned that you have tried to update Graphics card driver. So, from where you have tried to update it?

Which operating System is installed on your computer? Is that Windows 8 or 8.1?

If you are on Windows 8.1 then try to install all of the updates first and then see if issue persists. If issue still persist try to follow the steps provided in the methods and see if it helps.

Method 1

Step 1: Boot the computer in safe mode.

Try to boot the computer in safe mode and see are you able to login in safe mode or not. You can refer to the below mentioned article for booting the computer in safe mode.

Step 2: 

If your computer works fine in safe mode, I would suggest you to perform clean boot

Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.

If issue still persists move to method 2 and see if it works for you.

Method 2

Try to check the system files are they working fine or not and to check that try to run System File Checker (SFC) tool.

SFC scan will scans all protected system files and replaces incorrect versions with correct Microsoft versions.

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows 8.

  1. Press Windows key and X at the same time.

  2. Choose Command Prompt (Admin) from the context menu.

  3. In the command prompt, type sfc /scannow and hit Enter.

  4. Exit command prompt.

Method 3

I would suggest you to run a full scan using Microsoft Safety Scanner (MSS) to make sure that the Computer is virus free.

Thanks for your prompt response. I have tried all 3 methods. It nothing works for me. But last chance I have tried with Uninstalling the "Avast  free Antivirus" software from safe mode and restarted the machine. Its working finally. But I have learned lot in this 4 days due to this black screen.
