Black screen of Death

My computer would not boot up. I turned it off , unplugged power, removed battery turned it back on by holding power button for 60 seconds and then did f8 and put in in safe mode. I'm now on this screen any suggestions on fixes??? I have a dell inspirion laptop. 
That appears to be Safe Mode with Command Prompt.  Did you select that intentionally?   Did you try to boot normally? or Select Safe Mode or Safe Mode with Networking. What happens when you do?

I was able to redo the reboot and I now have icons and its in safe mode. What's my best course of action??

It's hard to say as you didn't answer the question re. what happened when you tried to boot normally. Did Windows start to load at all?  Did you ever see the desktop, etc.  

Depending on what the actual symptoms are, running System Restore from Safe Mode might be useful, but your initial description implies there may have been a hardware rather than a Windows issue.   Or maybe that there was an issue waking from Sleep or Hibernate which should now be resolved.

Please be more specific and I will be better able to advise. Have you tried a normal boot again?

Do a System Restore in Safe Mode.

If that does not fix it, follow this method:

Make your own System Repair Disk from the information in this Tutorial:

"How to Create a Windows 7 System Repair Disc"

If you are unable to boot your Windows 7 to create a Windows 7 System Repair Disc, then you could create it on another computer to use on your computer."
