Bitlocker not recognizing any keyboards at startup - Can not type a password

So I enabled Bitlocker and found out that I can't boot my PC because it doesn't recognize my keyboard. I enabled legacy USB in BIOS and even tried a PS/2 keyboard. The only way I can boot is to go into the BIOS and then exit and continue to boot. Either keyboard works with Bitlocker if I do that. But that is just a work around and takes longer.

Any way to get Bitlocker to enable a keyboard at startup? I know that I could stop using it but I would like to keep my drives encrypted.

Enable use of BitLocker authentication requiring preboot keyboard input on slates

This policy setting allows users to enable authentication options that require user input from the pre-boot environment even if the platform indicates lack of pre-boot input capability.
