BioEnrollmentHost.exe Crashes setting up Face Recognition Win10 1803

I just updated my MDT task sequence for installing Win 10 Enterprise from 1703 to 1803 all deploys correctly but when trying to enroll in face recognition the bioenrollmenthost.exe crashes with error below.  I have updated drivers, bios, tpm and can not get this to work.

Follow these steps. I hope it helps.

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Also run the System File Checker utility:
Open Start, type: CMD
Right click CMD
Click Run as administrator

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system

No issues were found.  Rebooted and the issue persists.

It is quite strange, I would recommend you to do a clean installation of Windows, but you have to create a USB with the new Windows, often it happens that the Windows that is installed originally is usually damaged or corrupted.

We are getting the exact same problem on fresh install of Windows 10 1809. Confirmed the camera works on another system.

Same problem here. Initial enrollment worked and signin still works with Hello, so the camera is for sure not to blame. And the hardware is a Surface Pro 6, so I doubt driver issues...

In further troubleshooting I have found that 1803 Hello works on my HP EliteBook x360 G2 and G3 but not on my HP EliteOne 800 G3 AiO.  If I deploy 1709 to the AiO it works fine.  I have checked all bios and driver updates and had no luck in fixing this issue.  I also tried deploying 1809 and Hello did not work on either the laptop or the AiO.  I have decided for now to alter my SCCM TS to install 1803 to my laptops and 1709 to the AiO and then immediately upgrade it to 1803.  It is not a perfect solution but can at least have Hello working on all computers.  

I have the same issue regardless if I deploy from MDT or a SCCM MDT task sequence.

I have the exact same issue on my Acer Predator with Win10 x64 Version 10.0.17763 Build 17763. Intel SR300 (Creative webcam). Two other computers works just fine with the same camera, and even the same Windows installer!!
