Background Picture not working on Windows 10 Home

I upgraded to Windows 10 from 8.1, everything was working fine, I tried to change my desktop wallpaper and now it just shows a solid screen, I can change the color of the screen but it will not show my background picture on the desktop but does show it in the preview window, I have tried everything I know and can not fix this problem, can anyone help ?

I would suggest you to check if the show Windows Background is turn on by following the below steps:

  1. Click on start menu
  2. Then Go to Settings
  3. Click on Ease of Access
  4. Under ease of access select More Options
  5. Check under options Show Windows Background is turn on
